To make the belt loops I joined the longer sides of the small fabric rectangles (see the magazine's instructions), right sides together and stitched along the longer seam line. To press the seam open I use a wooden spoon (any wood stick thin enough to fit inside the loop will do). I prefer to put the seam on the back of the belt loop, so I centred this seam (the belt loop is on the wrong side) and I stitched along one of the two opened seams. I clipped SAs and turned the belt loop to the right side. The other end is zigzagged and the belt loop is topstitched 3mm from the edges. This is the result:

You can see the inside on the bottom belt loops (with the center seam) and on top you see one of the buttonholes marked with black thread. Note that I opted for an ivory topstitching instead of the darker topstitching on the magazine; this is a matter of personal choice and has to do with the fabric being so thin and transparent; If I was dealing with another fabric my choice could have been different.
This is the finished buttonhole; I left it uncut because these buttonholes are merely decorative.

Don't forget to reinforce the seams if you are using a sheer fabric like this (If I stitched this seams to the fabric and lining together this wouldn't be necessary, but I want the inside to be as neat as possible so I'm avoiding visible seams on the inside). The belt loop is pinned in place facing down with the wrong side on top (the center seam is visible and the buttonhole is pointing down). After stitching and backstitching, I turn it up and topstitch 3mm away from the seam. For last I sew the button in place. You can see in the next picture that I reinforced the spot where the button is stitched too (better safe than sorry). You see also that the upper seam line is not reinforced but that is the topstitching.

Here is the finished belt loop:
